Nyong'o's administration locks horns with MCA over construction of new assembly

Ward Reps in Kisumu County are embroiled in a dispute with the Executive over plans to construct a new seat of the assembly.

The row has escalated even as Speaker Onyango Oloo pushes to have a new assembly premise as well as the Speaker’s house constructed.

The bone of contention is the funding, with the two arms divided on who should fund the construction.

Friday, Mr Oloo accused the Executive of frustrating efforts to construct a new assembly.

Since its inception in 2013, attempts to construct a new assembly premise have stalled, with last year’s attempt to move the offices to a rented premise also failing.

“We must construct a new assembly. My staff have contended with very pathetic working conditions for a very long time,” said Oloo.

Already, the speaker has written to the Public Procurement Review Authority to find out if past attempts to begin the construction were done in accordance with the law.

“The Executive allocates about Sh3.8 billion each year for development. As an assembly, we are only asking for Sh1 billion for the construction of new premises,” said Oloo.

The executive, on the other hand, insists that the assembly should fund a new House. Aloyce Ager, the County’s Communication Director told The Saturday Standard that the assembly should reduce its expenditure on recurrent budget and trips to fund the construction.
