Court allows police to detain two suspects in Msando killing

Two suspects in the killing of an electoral commission official and his female companion will be detained for 14 days to allow further investigations.

Idra Kisasa and Andrew Rono are in custody over the killing of Chris Msando, an ICT manager with the Independent Electoral and Boundaries Commission (IEBC) and Wairimu Ngumbu.

Kiambu Principal Magistrate Justus Kituku allowed police to detain the two following an application supported by an affidavit sworn by Nicholus ole Sena, a sergeant at the Directorate of Criminal Investigations.

In court papers, Mr Sena said preliminary investigations had linked the two to Mr Msando's death.

Mr Rono was arrested at his place of work at KenGen headquarters in Nairobi's Parklands on August 15.

Sena said the police recovered a mobile phone that was used to send threatening messages to Msando prior to his death.

"On diverse dates prior to his death, the deceased had reported threats to his life at Central Police Station via OB number 12 of December 22, 2016, where he gave phone numbers that had been used to send threats to him, which included the number of the respondents," said Sena.

The court heard that Mr Kisasa was arrested on August 12.

"Investigation officers have information that other persons involved in the offence are yet to be arrested," said Sena.

The officer added that the respondents had to face further investigation procedures, including recording statements, interrogations and assessments, to determine their state of mind.
