Why IEBC remains unprepared for August 8

The Independent Electoral and Boundaries Commission is unprepared for the general election on August 8.

The commission has been faulted for failing to have a solid procurement process of printing of the ballot papers to be used on the polling day.

This came out clear after the Public Procurement Administrative Review Board (PPARB) halted the tendering process quoting serious irregularities in the process.

"IEBC should re-tender and or procure afresh the election materials using methods that are appropriate and open to the public,” said PPARB’s chair Paul Gicheru.

According to Gicheru, the commission had not given the people enough time to send in applications to acquire the printing job.

The tender had been awarded to Dubai-based company Al Ghurair Security Printing ltd,a tender that had been annuled by the High Court in February.

The commission is expected to hold a meeting on Monday May 29, to discuss the procedure it will henceforth use in awarding the tender with only 70 days to the d-day.

IEBC's move comes two days after it sacked its ICT director for failing to cooperate with an internal audit process.
