Isaac Ruto: Transfer all functions to counties before deadline expires

Governor Isaac Ruto has asked the national government to fast-track the transfer of all devolved functions to the counties before the expiry of the constitutionally stipulated transition period.

Ruto said as the transition period comes to an end, counties should be in charge of all devolved functions and their requisite funds as laid out in law.

He said it was disheartening that the national government was dragging its feet at the expense of service delivery. He said residents were finding it hard to access markets due to poor state of roads.

"It is sad to note that the national government continues to hold onto functions that are meant to be handled by the counties. Devolution of roads is long overdue and that explains why they are in a bad state, especially during the rainy season," Ruto said.

Speaking at Bomet Green Stadium during the launch of Ward Development Committees, Ruto accused the office of Attorney General Githu Muigai of laxity in gazetting the devolved functions.

He said Transition Authority has completed the process but the delay was due to failure by the Attorney General to Gazette the functions that are lined for devolution.

He said the Jubilee government should stop pretending to support devolution if all functions will not be devolved by February.
