Bill for transfer of county powers in Senate

A bill to ensure smooth transition of governors after elections has been introduced in Senate.

The Assumption of the Office of the Governor's Bill by Kiambu Senator Kimani Wamatangi will facilitate the handing over process to the incoming county boss.

Mr Wamatangi proposes the establishment of the Assumption of Governor Committee to be chaired by the County Secretary and consisting of 11 other members, who will facilitate the handing over process of the outgoing governor to the governor-elect. The committee will also organise the security of the incoming county boss.

Other members proposed to be part of the committee include County Attorney, Chief officer in charge of county public service and his counterpart holding the information and communication docket, the Chief officer for public works, roads and transport, the County Commissioner and the head of the police service in the county.

Others are the head of the National Intelligence Service in the county, the Clerk of the County Assembly and two persons nominated by the Governor-elect.

The committee, according to the bill that underwent the First Reading in the Senate, will oversee the transition and end its mandate after submitting its report on the process before the County Assembly. The report must be handed over to the assembly within one month after the swearing in of the Governor-elect.

Other functions of the committee will include organising the swearing-in of the new team and coordinating the briefings of the governor-elect.

"The governor-elect shall be sworn in on the first Tuesday following the 21st day after the declaration of the result of the election of the governor," states the Bill.
