TSC staff transferred across Kenya to increase service delivery

NAIROBI: Teachers Service Commission (TSC) moved its senior management staff across 24 Counties to enhance service delivery and national integration.

Communication from the teachers' employer revealed that the transfers were not punitive but aimed at equipping staff with broader experiences within the organization.

Directors who spoke to the Standard said that a departure from their previous stations would also break monotony and provide them with experience in other regions.

Some of the directors had stayed in one station since 2012 when they were posted.

Others also said they would have ample time to further their carrier paths through exposures accorded to them by the new stations.

TSC’s policy on deployment requires that staff can work at any level, county or head office.

The transfers also came as some of the counties fell vacant after directors attained the retirement age.

TSC however said the transfers for directors, just like for teachers, are routine and were expected by all the staffs.

Kericho, Meru and Kisumu fell vacant after their directors retired.

Counties whose directors were transferred include Mombasa, Busia, Nyamira, Taita Taveta, Samburu, Kakamega, Trans Nzoia, Siaya, Nandi, Elgeyo, Nakuru, Kiambu, Marakwet, Meru, Isiolo, Embu, Kajiado, Vihiga and Tharaka Nithi.

However, Mombasa, Kericho, Trans Nzoia, Kisumu, Turkana, Migori and Taita Taveta did not get directors posted but the staffs moved from these stations were asked to hand over to their deputies.

The details emerged as TSC launched a handbook complete with specific roles and responsibilities assigned to each staff at all levels.

The roles of directors, their deputies, quality assurance and standards officers and county human resource officers have now been condensed into a 32-page booklet.

Also included in the document are duties of TSC sub-county directors and curriculum support officers.

Also highlighted are specific roles of each staff under each of the decentralized functions.

This means that service delivery is expected to be enhanced as possible friction areas in terms of roles and responsibilities have now been clearly defined.
