Kisumu: Teachers in Kisumu have commended Education Cabinet Secretary Dr Fred Matiang’i for declaring the Kenya National Association of Parents illegal.

The Education cabinet secretary wrote to KNAP Secretary General Musau Ndunda stating that his association's constitution and by-laws are not in sync with the Basic Education Act.

Kenya Union of Post-Primary Education Teachers (Kuppet) Kisumu branch Chairman Mr Zablon Awange said that if not checked, Ndunda's outfit will be ‘another Eurobond’ in the country.

"It is ridiculous that Board of Managements (BOMs) cannot be formed in schools until Ndunda is paid," he said.

Awange said the Sh5,000 being demanded by Ndunda from principals is not catered for in the vote head.

"There is no levy called Ndunda levy hence there is no way the amount he is demanding will be accounted for," he said.

He said Matiang'i's crackdown on illegal fee structures should also include a refund of the amount Ndunda already received from some schools.

"Ndunda should collect his levies directly form the parents he purports to lead. Why does he want to make money from school fees? asked Awange.

“The regulations say that for one to form a school board of management, there must be a parents’ representative from that school and not from Ndunda's team,” said Awange.

The association has in numerous occasions defended their demand for Sh5,000 from schools, claiming that it has been necessitated by their need to raise Sh600 million to monitor elections in every school in the country, hence the charges.

Ndunda claims that KNAP's objective is to advance rights of parents and children.
