Mavoko housing project is pure fraud, says Atwoli

The two multi-billion shilling contracts by the National Social Security Fund (NSSF), currently under probe by a parliamentary watchdog committee, were a sham, Central Organisation of Trade Union (Cotu) Secretary General Francis Atwoli has said.

Mr Atwoli told the Public Investment Committee (PIC) how he was kicked out of the NSSF board after raising issues of financial improprieties and shady procurement deals.

He said that the mega project to construct 60,000 low-cost housing units in Mavoko and another contract to put up a 28-storey building on the NSSF land along Kenyatta Avenue were "a pure fraud".

Painting a gross picture of the manner the two contracts were conceived, Atwoli said a consultancy firm was contacted to co-ordinate the Mavoko project, in what he termed as a scheme to fleece NSSF.

The Cotu boss produced a consulting service agreement showing that a Dubai-based company, Reverof Consultants had been hired by Chinese company Sinohydro Tianjin Engineering Company, that was to undertake construction works for Mavoko project, to undertake consultancy services.

"In 2010, we asked the management to come up with a concept paper but this was never done," he said.
