Over 500 senior police officers promoted

The National Police Service Commission (NPSC) has approved promotions for more than 500 senior police officers countrywide.

The commission asked Inspector General of Police David Kimaiyo to come up with a structure to be used for their deployment to counties. The officers promoted are from the ranks of Acting Inspector to that of Senior Superintendent of Police.

NPSC, however, deferred the promotion of officers above the rank of Assistant Commissioner of Police because they are not in the law. The commission approved the promotions on April 4 but the officers cannot be deployed because Kimaiyo is yet to come up with a structure to be used in the exercise.

The police boss said they were working on the structure and would present it to the commission as soon as possible. This is part of the framework that the police commission has adopted and intends to brief President Uhuru Kenyatta this morning.

Among those whose promotions were deferred include deputy director of Criminal Investigation Department Gideon Kimilu, director of police logistics Julius Kanampiu and head of Presidential Escort Francis Mwangi, who were to be confirmed as Deputy Commissioners of Police.

The elevation of Vitalis Okumu, Anthony Kamitu, Robert Kitur, Gerald Mbaabu, William Kipkemoi, Josephat Kirimi, David Bunei and Job Borono were also deferred.

Their ranks are not in the law.

STRATEGY AND GUIDELINES

The commission is set to meet the President today to present him with their strategy and guidelines. Uhuru issued the directive that they give him the roadmap last Wednesday when he met the commission following complaints from some of the commissioners that there was interference and non-commitment from some quarters in meeting the reforms.

The President ordered that the commission works with the Public Service Commission (PSC) in coming up with the framework before they meet him on Wednesday.

“The President seemed to know more on what has been going on in the commission and that is why he demanded a framework that we will use to achieve the reforms,” said an official who asked not to be named.

PSC chairperson Prof Margaret Kobia and NPSC have been meeting at her office since to work on the framework.

Uhuru is said to have told the commissioners to state what they want to enhance their work “including money if it is the problem”.

Some of the commissioners had demanded a meeting with the Head of State to complain that some officials were frustrating their agenda and that they had not been paid their salaries, six months after resuming office.
