voters' audit report blames voter registration officers

An audit report by Klynveld Peat Marwick Goerdeler (KMPG)-a Swiss cooperative global network that offers professional services in Audits, Tax, and Advisory services is not only shocking but also raises an alarm on the qualifications and merits of people hired by Independent Electoral and Boundaries Commission (IEBC) to carry out voter registration.



According to the audit report; out of 19, 646, 673 registered voters, there are 264,242 duplications(names appearing twice) 171, 476 registered with invalid IDs and 92,277 dead voters whose names are to be expunged from the voters' list.



KPMG attributed most of the errors in the register as data entry errors from voter registration officers and recommends that IEBC works with National Registration Burea (NRB) on verification of IDs.



 Of 19, 646, 673 records that were reviewed 502, 409 distinct records had at least one exception; this represents 2.56%.


There was a 26.95% increase in registered voters from 2013 which was at around 14 million to more than 19 million in 2017.
