In the name of justice: Ringera to meet FKF branch chiefs

Justice (Rtd) Aaron Ringera comes face to face, for the first time, with FKF Branch chairmen, but wants engagement with people with clean hands. Will he win them over?

Justice Ringera is expected to meet the club officials today at Nyayo Stadium as the FKF Caretaker Committee embarks on the final two months of its mandate.

The committee wrote to the FKF branch and sub-branch officials on March 4 to brief them on the current status of Kenyan football and the way forward after Fifa suspended Kenya from all football activities, citing government interference.

Fifa suspended Kenya following the disbandment of the Nick Mwendwa-led federation in November last year.

In their letter, the Caretaker Committee said the meeting will be an opportunity to deliberate on the state of compliance (with the Kenya laws) of the football stakeholders.

Justice Ringera also directed the FKF Branch chairmen to furnish the Committee with compliance documents such as EACC Clearance and Certificates of Good conduct.

The committee also requested for data of clubs competing in all leagues, employee contracts, NHIF, NSSF of employees, among other documents.

“The FKF Caretaker Committee directs that all FKF Branches furnish the Committee with particulars listed above within seven days from the date of this letter to help in the discharge of the committee’s mandate,” wrote Ringera.

The meeting comes even as the FKF Branches sent out a convocation of their own Annual General Meeting on March 26 to discuss what they described as “implication of the directives of the cabinet secretary seen on Gazette Notice number 12374 dated November 11, 2021.”

Several FKF chairmen, who talked to Standard Sports on condition of anonymity, however, said they will not honour the invite.

“To be honest, we don’t do our returns instead, the FKF head office does it for all branches. We are not going to honour the invite. Most of us don’t have those documents Justice Ringera is asking for,” one of chairmen from Western Region told Standard Sports.

FKF Murang’a Branch chairman, Robert Macharia, also said they will not honour the invite.

“Take note that branches are not obliged to honour your summons in any way and should stay away from the proposed meeting or any subsequent, not unless that meeting is called to discuss matters within the ambit of the FKF Constitution,” wrote Macharia.

Cabinet Secretary for Sports Amina Mohamed disbanded FKF National Executive Council (NEC) on November 11 last year following a report on the FA’s finances.

In its place, Amina installed a 15-member Caretaker Committee and a secretariat headed by former Director of the Kenya Anti-Corruption Commission Justice Ringera.

Key among the mandates of the Committee was to ensure FKF is in compliance with the Sports Act (2013) and co-ordinate elections of FKF in accordance to the Act.

Standard Sports understands, the 48 branch chairmen who make up 51% of the FKF’s 94 voting delegates, are unhappy they have been sidelined by the Committee in the decision-making process.

The chairmen’s argument is that Cabinet Secretary Amina Mohamed disbanded the FKF NEC and not the enter FA structure.

The Branch chiefs said they need to be involved in any changes made to the constitution.
