Jubilee Party lays out structure ahead of launch

Jubilee Party (JP) has laid out its instruments of operations ahead of the September launch.

The proposed party structure has 31 positions both at the national and county levels and also spells out how the ‘cake’ will be shared among all players, more similar to the American political parties.

The Standard lifts the lid on the new party’s constitution, rules and members’ handbook, after President Uhuru Kenyatta and his deputy William Ruto received copies at a meeting in State House, Nairobi on Friday.

The Jubilee coalition leadership has maintained that the new party will be all inclusive as demonstrated by its composition.

“The organisation, functions, rules and regulations of each of these organs shall be as hereinafter determined, established and set out by this constitution or as may be set out varied or established by the National Executive Committee or the National Delegates Convention as may be appropriate,” the party’s constitution partly reads.

National officials

“The party shall have national officials who shall be elected at the National Delegates Convention, led by the party leader and his deputy.”

At the national level, the party will have 21 officials, who include the principals, party chairman and three deputies, secretary general and three deputies, treasurer and three deputies, organising secretary and three deputies, youth leader, national women leader and leader of persons with disabilities. Similarly, at the devolved units the party shall have officials in each county.

The posts include that of three deputy branch chairpersons in charge of operations, programmes and strategy, branch secretary and three deputies, branch treasurer and three deputies, branch organising secretary and three deputies, county youth leader, county women leader and county persons with disabilities leader.

The party documents set out the rules of engagement during nominations and elections, which in the past has been marred with chaotic scenes, subject to the fallout towards the tail end of the electoral process.

Notwithstanding, the legal particulars have sets out stringent measures on party nomination especially the party list, disciplinary action against party offenders, pre and post coalition pacts, dissolution and renaming of the party.

The party has about 10 officials each at the constituency, ward and polling station levels.
