Yes. If we have to achieve Vision 2030, then reforms should be in all institution! We need learned people who will not misappropriate funds.

Kenyans should not forget that they are being led by graduates and some of whom are learned beyond measure.
In Africa, Kenya has some of the most learned people if not in the world. Despite that, let us look at where we are at the moment. It is a confused nation with nothing moving forward.
It is the graduates who made us go to war, they grabbed Mau and the list goes on. It is not about the degrees but quality service to the people.

I agree with Mudavadi’s point of having mayors with degrees. We have seen cases in which officials don’t even know how to read.
Its a high the country was led by literate people although having educated people does not mean we elect corrupt leaders like the current ones.

Why should mayors have degrees when some of the MPs and ministers are illiterate?
Don’t get me started about the president because according to Mudavadi, he/she should probably have a PHD or a doctorate degree.
Hon Musalia stop passing on the blame, you and your colleagues have failed.

Mudavadi has shown he has what it takes to bring sanity into the effective management and running of the councils. Except for a few cases, the crop of mayors do not posses education certificates and lack basics of sound management and running of the councils.
Most can’t read and are in these positions to get rich quickly and reward councillors who voted them.
