The magic word in town is “rebasing”. This economic sleight of hand is suddenly transforming otherwise poor, backward countries into middle-income, economic success stories – on paper. This transformation, of course, makes zero difference in reality, for paupers remain paupers and fatcats remain bloated with the spoils of our labour. But it feels good as a bragging point, something to shut Ugandans and Tanzanians up with: Kenya is middle income, everyone else in the neighbourhood is low-income, and could you all please shut up while Kenyans are talking? Thank you very much.
