Assembly forms team to probe executive

The assembly has taken the executive to task over project implementation.

The MCAs have now formed a committee to investigative why projects they approved have failed to take off.

The ad hoc committee will seek to establish why the executive was not complying with the provisions of the Constitution, and ignoring the Public Finance Management Act on budget implementation.

The Okumu Majimbo-led committee will include MCAs David Fwaro, John Weyusia, Florence Wekesa, Justus Kibaba, Bethwel Mwambu, Robert Mwembe, Enock Chemorion and Sammy Chemwey.

“I have an able team with experts in financial matters and I expect to get enough assistance from the executive so that our investigations can be easy to avoid time wastage,” said Mr Majimbo.

The committee, expected to report to the assembly in a week’s time, will look into the failure by the executive to release Sh3.4 billion for development in the 2015-2016 financial year.

The Executive is further accused of disregarding the Constitution by not releasing Sh28.8 million to each MCA for the Ward Empowerment Fund, Sh776 million for roads and Sh4.6 million per ward for education bursaries.

“As a committee, we will have to carry out a thorough investigation on where the money set aside for development has disappeared to. We are playing our oversight role but the executive is derailing the process,” said Majimbo.
