Interior CS John Nkaissery's docket put on the spot over 'missing' Sh188m

The Ministry of Interior and Co-ordination of National Government has been put on the spot over a 'missing' Sh188 million.

In a report tabled in the National Assembly, Auditor General Edward Ouko said while he was told that the money was held at two accounts in the Kenya Commercial Bank, and one at the Central Bank of Kenya, there were no documents to prove that the money was actually in the accounts.

The said accounts at KCB are reported to have held Sh38.9 million and Sh44 million respectively. The CBK account had Sh105.4 million at the close of the last financial year. But there was no proof that the money was in the account.

"The department (of National Co-ordination) has not availed documentary evidence in form of bank certificates, bank statements and bank reconciliation statement to support the above balance," said the Auditor General in his report.

It is for this reason that Ouko has returned an "adverse opinion" – which in audit terms means that the financial records are cooked and inaccurate. It is the worst professional opinion that an auditor can give.
