Applications open for new CID boss

Persons who want to be the Director of Criminal Investigations (DCI) have until November 16 to apply for the post.

This is according to the National Police Service Commission, which has advertised vacancy for the position.

Candidates seeking the position must have a degree, ten years of proven experience at management level of a public institution, knowledge in and experience in criminal investigations or policing and have proven experience in either management, law, economics, change management, finance, governance or public administration.

This means civilians without training in policing cannot qualify to apply for the position. The current director is Francis Ndegwa Muhoro who is among police officers who are expected to apply for the position.

The chairman of National Police Service Commission Johnston Kavuludi said in an advertisement in local dailies on Monday the candidates must meet the requirements of Chapter Six of the constitution on integrity.

The contenders have been asked to present clearance certificates from Ethics and Anti Corruption, Kenya Revenue Authority, Director of Public Prosecutions, Higher Education Loans Board, Credit Reference Bureau and a certificate of good conduct.

Just like the positions for the Inspector General and two deputies, the DCI’s is expected to attract many applicants.

Kavuludi said they intend to finish the recruitment process by next month.

“If all goes in accordance with our plans, we will have new office bearers for the positions by next month,” said Kavuludi.

It is the first time that Kenya conducts open recruitment of police bosses as stipulated in the constitution and other laws.

Interviews for the Inspector General will commence on November 9 while those of the deputies will from November 13 to 17.

There are nine candidates each on the Inspector General, deputy Inspector General of the Kenya Police and the Administration Police.

Those invited for interviews for Inspector General’s position include police spokesman Eric Kiraithe, airports Police chief Grace Kaindi, former Provincial Criminal Investigations Officer Swaleh Slim, former Provincial Commissioner Hassan Noor Hassan, Joseph Ashimala who is based at Kiganjo police college, David Kimaiyo of the National Focal Point, lawyer John Patrick Odweng Owino, Peter Macharia Mwangi of the State Law Office, and Mary Oyugi-Kaol of the International Police (Interpol).

Those shortlisted for the deputy inspector general (Kenya Police Service) include Marcela Andanje, Judy Jebet Ndeda (Railways Police), Mohammed Ibrahim Amin (CID), Jasper Nyauma Ombati (United Nations Mission in South Sudan) who once served as the Police Spokesman, former Provincial Police Chief Ezekiel King’ori Mwangi (Police Reforms), Stanley Cheruiyot, Dido Mamo Galgalo and Zipporah Gatiria Mboroki.

The following are shortlisted for the post of Deputy Inspector General in charge of the Administration Police include Commandant Samuel Arachi, Omar Shurie Abdi (Administration Police Training College), Dalmas Otieno Nyakembo Ochalo, Margaret Nyambura Karanja, Eusebius Laibuta (Administration Police Personnel), Fred Mwei (Administration Police), David Karungu Ngori and Alexander Kyenze Munyao and Deputy CID Director Gideon Muoki Kimilu.
