In a draft memo to Cabinet in which they consider various payment scenarios, Mr Noah Wekesa and Ms Naomi Shaaban see just three groups: third party purchasers, people with title deeds and those holding allocation cards (‘green cards’).
But as was demonstrated in a report from the Prime Minister’s office that Cabinet adopted, things are a little more complicated.
