The options available on compensation for land in the Mau Forest Complex are not as simple as the ministries of Forestry and Wildlife, and Special Programmes would have us believe. In a draft memo to Cabinet in which they consider various payment scenarios, Mr Noah Wekesa and Ms Naomi Shaaban see just three groups: third party purchasers, people with title deeds and those holding allocation cards (‘green cards’).
But as was demonstrated in a report from the Prime Minister’s office that Cabinet adopted, things are a little more complicated.
