Siaya ward reps now want hospital board out

Members of the County Assembly want Health Executive Dorothy Owino to immediately degazzete Bondo sub-county hospital board for allegedly causing loss of public funds.

Speaking after passing a report by the Health Committee on inquiry into the level of compliance to procurement procedures in the hospital, the MCAs threatened to impeach Ms Owino if she fails to act on the recommendations. 

The committee carried out investigations on maternity, borehole and kitchen projects of the hospitals which they claim led to loss of public funds. 

Central Gem MCA Abigael Awino said that on the kitchen project, the contract agreement has no commencement and completion dates.

MCAs said the tender opening date was on November 20, 2018 while the evaluation date was on November 19, 2018 stating that the quotations were opened after evaluation.

"Further on the kitchen renovation project, contract commencement dates extracted from other documents indicate that the project started on November 17, 2018 while others indicate commencement date as November 20, 2018 thereby casting doubt on the authenticity of these documents," added Awino.

She also noted that there was no budgeting and procurement planning done for the borehole. 

"There is no proof of where the tender was advertised and the procurement officer did not attend the tender opening meeting. Further only one member signed opening minutes," said the MCA who read the report.

The MCAs said the office of the assembly Clerk will  forward the report to the Ethics and Anti-Corruption Commission for probe on possible abuse of office by the medical superintendent, the hospital board and any other relevant officer.

 The committee on February 19 received complaints from the public.
