Delayed implementation of 2018/19 budget worries MCAs

Ward reps have complained against delays in implementing projects approved under the 2018/19 budget, more than a year after it was passed.

Speaking on Saturday, Leader of Minority Felix Omanyi blamed the executive for the delayed projects.

“Implementation of projects in the county is extremely low. It is discouraging that up to now we are being told procurement processes are still on a few days to the next financial year,” he said.

"There is some laxity in some of the critical departments in the executive side that is sabotaging implementation. What was passed in the 2018/19 budget should be done within that year," he said.

Omanyi said residents were beginning to question the delays and blaming it on ward reps. 

“The delay should not be apportioned to the members of county assembly but the executive,” said Omanyi.

But County Executive Committee Member for Finance, ICT and Economic Planning Phaustine Barasa attributed the delays to late submission of bills of quantities by chief officers.

“We have projects that have been advertised and are currently with the procurement department,” said Barasa.
