Panic as Teachers Service Commission calls applications for 20 County Directors

NAIROBI: Panic has greeted the 47 Teachers Service Commission County Directors as the employer called for applications for nearly half the slots.

Communication from the TSC said that persons seeking to take up the 20 slots must be of job group P and above.

The Standard has established that the call for applications is in anticipation for massive retirements of the current County Directors (CDs) due next year.  

The new recruits shall also fill up two of the counties–Kericho and Meru– that fell vacant.

But what is causing the panic among the current CDs are reports that some of them may not have performed well and could be sacked or redeployed.

CDs who spoke to The Standard Thursday said talks of redeployment and sacking has been lingering for a while but no formal communication has been done.

"We have been waiting for it but now that they have advertised could be that they are inching closer to making the changes," said one of the directors.

It also emerged that the TSC head office could be planning to reshuffle the CDs to remove some of them from the comfort zones.

TSC says potential candidates must have bachelor's degree in education from recognised universities. Those with bachelor's degree and postgraduate diploma in education from recognized universities in Kenya shall also be accepted.

"Applicants should be conversant with TSC operations at headquarters, Counties and school level," said Nancy Macharia, TSC Chief Executive Officer.

The applicants must also be conversant with the current trends and reforms in the education sector. Master degree, Ms Macharia said, is an added degree.

"They must also comply with chapter six of the constitution," she said.

Macharia says the applications must reach her office on or before April 30.

"Successful candidates will be deployed as CDs in any of the 47 Counties as and when such a vacancies arise," she said.

TSC CDs facilitate processing of teachers registration, manage entire placements process in consultation with the head office and also identify and deploy teachers to positions of responsibility in consultation with head office.

The directors also coordinate promotion activities at County level and handle all discipline matters as per the guidelines provide by the Commission.

They also ensure standards of education are maintained, supervise, monitor and evaluate performance of teachers and staff at the County level in addition to submitting performance appraisals reports to the head office.
