Officials sign performance contracts

Governor Alex Tolgos last week officiated over the signing of performance contracts by county executives and chief officers.

Speaking in Iten town during the signing ceremony, Tolgos, who was accompanied by his deputy Dr Gabriel Lagat, warned the officials against poor service delivery.

"You have today committed yourselves to meet set targets and these must be observed or else you cease working for the county," he warned.

The governor said all county executives and staff members are duty-bound to not only deliver services to the residents, but also speed up the county's development goals.

"The contracts you have signed have performance indicators and these will be appraised at given times. This process will be cascaded down until all employees in the county have signed them," he said.

Mr Tolgos directed the officials to shun unnecessary bureaucracy which he said is an impediment to service delivery.

He also called for abolishment of what he termed as a trend where junior officials have to wait for their seniors to approve transactions which they can handle themselves.

New culture

"Every officer should handle the matter at his or her own disposal without referring it to a higher office provided all administration directions are fully observed," he said.

The governor asked his executive members to adopt the private sector culture, where a matter is dealt with immediately it presents itself regardless of a staff member's seniority.

"We also want to develop a culture of continuity so that whenever an employee exits office, the incoming staff member finds systems that are operational," he said.
