Trader sues City Hall over parking fee tender

Nairobi Governor Mike Sonko’s(pictured) administration has been sued for secretly awarding a multi-million shilling contract for revenue collection to a private company.

Businessman John Migwi is seeking to stop the new revenue collection platform introduced by the governor, arguing that the contract was irregularly awarded to Nouveta Ltd.

Mr Migwi is also contesting an additional Sh28 parking charges on each motor vehicle in Nairobi, claiming this goes against the law which sets daily parking at Sh200.

“The Nairobi County Government’s decision to award the contract for revenue collection to Nouveta Ltd without any competitive bidding was unlawful, illegal and unconstitutional. The company did not even apply for the tender,” swore Mr Migwi.

He wondered how a company, which was incorporated in August 2018, was awarded the lucrative contract without following due process, and said this suggests underhand dealings at City Hall.

The businessman said he believed in Mr Sonko’s statement in May that the county government would take over the collection of revenue itself upon expiry of the five-year Jambo Pay contract.

He swore that early this month, he paid his parking fees using the new platform provided by the county government only to realise that it was Nouveta Ltd that was collecting the revenue.

The businessman wants the court to quash the county government’s decision to award the contract to the company and declare that the public must be engaged before any other contract for revenue collection is signed.
