A FIFA spokesman has confirmed why Manchester City have escaped a transfer ban despite being found guilty of breaking rules on signing young players, unlike the harsher punishment Chelsea received.
City have been fined £315,000 by world football's governing body after "accepting its responsibility" over the breach of regulations surrounding their acquisition of under-18s, but unlike Chelsea they will still be able to sign players in the next transfer window.
