Vihiga County's Chief Officer department of Trade Gilbert Vidija Musalia breaks down in court after being wheeled out of the hospital to attend proceedings in which he has been faulted for failing to pay a contractor who constructed stalls for the county government.

Earlier on Justice Fred Ochieng had declined to adjourn the case until he appears in court.
