The Directorate of Criminal Investigations (DCI) in Kenya has the capability to secretly track mobile phones using advanced surveillance tools, including IMEI tracking, cell tower triangulation, and access to call detail records. This tracking is often conducted during investigations into serious crimes, with cooperation from mobile service providers. While the law allows such actions under specific warrants, concerns have been raised by rights groups over potential abuse, especially in cases involving activists and journalists.
