EACC recommends administrative action on NSSF boss over Sh5 billion Tassia II project

Nairobi, Kenya: The Ethics and Anti-Corruption Commission has granted suspended NSSF Managing Trustee Richard Langat a mild reprieve after it only recommended administrative action against him for irregularly approving a Sh5 billion Tassia II project.

The commission was investigating Langat and other NSSF Board of Trustees over irregular approval of Sh5 billion for the regularisation of Tassia Two housing project and award of the lucrative tender to China Jiangxi International Kenya Ltd.

But the anti-graft commission in a report sent to the Director of Public Prosecutions Keriako Tobiko did not recommend the prosecution of either the NSSF board members or the management.

"EACC has not recommended prosecution against the members of the board of trustees or of the management of NSSF. However, it recommends that administrative action be taken against Langat, the acting Managing Trustee for exposing the Fund to contractual obligations when all the funds to finance the project had not been collected from the tenants," said the commission's report to DPP.

Abuse of office

The Commission also absolves Isiolo Governor Godana Doyo of any criminal blame in its inquiry into allegations of manipulation of county payroll through employment of casual labourers.

EACC asked Tobiko to prefer charges against the County Secretary Ibrahim Wako with abuse of office.

"...The Governor should not be charged since the evidence obtained does not meet the threshold required for criminal cases," states the report.

The anti-graft body also wants the Principal of Kiambu Institute of Science and Technology, Nicholus Muriithi Muriuki and Kiambu County Works Officer Joseph Maina Weru charged with various criminal offences for irregular procurement of a Sh65 million tender for construction of an ICT resource centre and library at the institution.

EACC also prefers charges against Nyamira County Head of supply chain management Peres Nyakerario for irregular procurement of motor vehicles’ insurance cover.
