Auditor General Edward Ouko has put the Ministry of Health in a spot for paying, on behalf of county governments, salaries totalling Sh19.2 billion which were to be recovered in the same financial year.
However, the ministry only recovered Sh14.8 billion during the 2013/2014 financial year leaving a balance of Sh4.4 billion which has remained outstanding to date and which has not been disclosed.
