Goalkeeper Mercel Nzarora of Police was the hero, scoring the winning penalty to edge out Atletico of Burundi 9-8 to qualify for the semi-finals of the Cecafa Kagame Club Cup at Nyamirambo Stadium in Kigali.
All 10 players had taken their penalties but the teams tied 8-8, with Atletico losing two and APR two.
