On Thursday, Health Cabinet Secretary Cleopa Mailu and his PS Nicholas Muraguri accused an auditor of leaking a report, which revealed Sh5 billion may have been stolen.
This was surprising especially after Mailu claimed he was the one who initiated the internal audit. Does it therefore mean he allowed an incompetent official to carry out the audit? He must have known his credentials before giving him the job.
