Muthaura earns less than ‘Super PSs’, House told

Head of Public Service Francis Muthaura earns a basic salary of Sh780,000, far less than Trade Ministry PS Cyrus Njiru who earns Sh1,050,000 a month.

Public Service Minister Dalmas Otieno disclosed this following a petition by Naivasha MP John Mututho.

The minister did not disclose Muthaura’s other allowances and entitlements. Muthaura is also Secretary to the Cabinet and a PS in the Office of the President.

Mr Otieno yesterday said forty PSs earned between Sh213,646 and Sh423,280 basic salaries. Two, however, were in a "special category", earning more than ordinary PSs.

Otieno said Mr Njiru and the Finance PS Joseph Kinyua were better paid because they were "head hunted" to their ministries due to their "special competence". According to the minister, the Trade PS was recruited "with his pay (Sh1,050,000) from an international institution".

Apparently, Kinyua also negotiated for his hefty salary when he left the Treasury to join the Finance Ministry.

The minister said besides the basic salaries, ordinary PSs earn Sh70,000 for entertainment every month, Sh80,000 for house and accommodation, Sh80,000 for medical allowance and Sh8,600 to pay their domestic workers.
