Uganda police boss in talks with Iteere

Uganda’s top policeman flew into Nairobi for secretive talks with his Kenyan counterpart on security issues.

Sources who cannot be named said the Inspector General of Police, Major General Kale Kayihura, arrived in Nairobi on Tuesday and met Commissioner of Police Mathew Iteere at Vigilance House for several hours.

He flew back to Uganda with a dossier allegedly given to him by Iteere.

Police headquarters was mum on Kayihura’s visit terming it mutual. His visit is believed to be linked to the bombing of an entertainment centre in Kampala, Uganda recently that killed 76 football fans.

Terror Suspect

Kayihura’s visit also came after Kenya handed over a terror suspect arrested in connection with the Kampala incident.

Kenyan detectives handed over the suspect, identified as Ali Isa Ssenkumba, a Ugandan born in Butambala, Mpigi, to Ugandan authorities two days after the bombings.

The Uganda police boss has confirmed they were caught off guard even after they had been warned the attacks could take place.

The fate of another Ugandan military deserter who was arrested in Garissa on allegations he could be an al-Shabaab sympathiser remained unclear yesterday.

The man, 45, had two mobile phones, a digital camera and a Kenyan ID card when police nabbed him.

Reports indicated he was to be handed over to Uganda.

Authorities said the camera had the photographs of Nairobi’s KICC, Railways, Coast and Country Bus stages, a Garissa hotel and the man himself in full military combat gear.

North Eastern PC James ole Seriani said there were also the photos of Presidents Yoweri Museveni (Uganda) and Sheikh Shariff (Somalia), an armoured military vehicle and a hotel in Central Province.

The man, who identified himself as Alfred Kibet Sigei, told Kenyan authorities that he joined Uganda Peoples Defence Force in 2006 and was deployed in Somalia in 2009.
