Ruto's tough conditions to Mudavadi on service delivery

Prime Cabinet Secretary Musalia Mudavadi signs performance contracts at State House, Nairobi. [PCS] President William Ruto has set stringent conditions for Prime Cabinet Secretary Musalia Mudavadi to ensure government employees and suppliers are paid on time, funds allocated to projects are utilised, and critical government initiatives are successfully executed to achieve the Bottom-up manifesto. According to the one-year contract, Musalia must ensure essential government laws and bills are developed, and public service training is conducted, if he hopes to retain his cabinet slot next year. Parliament has approved a budget for the fiscal year 2023-24 amounting to a staggering Sh2.3 trillion, which Mudavadi must ensure is utilised for service delivery by the State agents as this will determine his performance. "During the contract period, the Prime Cabinet Secretary commits to utilising 100 per cent of the allocated funds on programmes and activities for which they were appropriated and planned. The approved budget for FY 2023/24 amounts to Sh2,343,740,000," the contract signed between Mudavadi and Ruto reads. The contract, signed on Tuesday, aims to maximise the impact of public spending and promote transparency and accountability. "In carrying out my duties, I intend to put all my efforts towards contributing effectively and efficiently to the achievement of the national development agenda as espoused in the Kenya Vision 2030 MTP IV, keeping in mind the specific priorities of the Office of the Prime Cabinet Secretary," agreed Musalia in the contract. It is also the Prime Cabinet Secretary's job to ensure that complaints made by members of the public against State agents are resolved promptly to restore the public's confidence in the government. Additionally, Musalia has been charged with overseeing the successful implementation of the National Tree Growing and Restoration Campaign, which aims to plant 15 billion trees by 2032. In the current fiscal year (2023-2024), the Office of the Prime Cabinet Secretary is expected to contribute by planting 100,000 trees, playing a crucial role in combating deforestation and enhancing environmental sustainability. He is expected to develop the Public Participation Legislation Proposal, the Assumption of Office of President Amendment Legislation Proposal, the Nairobi International Commercial Arbitration Centre Legislation Proposal, and the Parliamentary Liaison Framework and Policy Legislation Development Guidelines. "Towards entrenching a culture of performance and accountability in the public service, the Prime Cabinet Secretary will place all eligible ministries, departments, and agencies on performance contracts," the contract stated. Mudavadi will also develop and submit to the President an annual report on implementing the national government legislative agenda for FY 2023-24 and quarterly reports on Government Business in Parliament to Cabinet. Musalia has been entrusted with implementing the Annual Road Safety Implementation Plan, aiming to improve road safety across the country and reduce accidents."During FY 2023/24, the Prime Cabinet Secretary commits to reserve and award at least 30 per cent (Sh144,979,787.10) of the procurement budget (Sh483, 265, 957) to youth, women, and PWDs. At least 2 per cent of the 30 per cent of the procurement budget will be reserved for PWDs," the contract indicates. Mudavadi is expected to implement the ambitious Kenya Kwanza Vision, a national development plan to foster equitable, inclusive, and sustainable development for all Kenyans. He has also been entrusted with a range of responsibilities, including developing government laws and bills, training the public service, ensuring timely salaries, and overseeing the government's budget. Mudavadi has also been assigned the critical task of ensuring efficient service delivery and adherence to the commitments made by the government.
