Sadly for everyone in the region, government in Uganda is slowly but steadily coming apart. Uganda is for all intents and purposes without leadership. The positions of leadership in the country have occupants, but actual leadership is absent. This is not to insult the good people of Uganda. Very many of them say the same thing.
