'Chicken' saga agent to be grilled Monday

The man said to have been the local agent of the British firm that allegedly paid bribes to Kenyan officials to win contracts will be grilled by anti-corruption officers Monday.

The firm won tenders to supply electoral and national examination materials in the country.

A UK court that jailed two directors of Smith & Ouzman for corrupting Kenyan officials was told that one Trevy Oyombra received bribes on behalf of officials of the defunct Interim Independent and Electoral Commission (IIEC), which awarded contracts in questionable dealings.

Also expected at Ethics and Anti Corruption Commission (EACC) offices today is the immediate former Independent Electoral and Boundaries Commission (IEBC) Chief executive Officer James Oswago, who also served at IIEC.

EACC officials said the grilling of Mr Oyombra will enable them compare notes with the other officials from IEBC and the Kenya National Examination Council who have been also questioned.

"We expect Oyombra tomorrow (today) to tell us what he knows of the saga. We are progressing well," said EACC deputy Chair Irene Keino.

The investigators also want to know how Oyombra transferred the bribes he received from the British security printing firm, Smith & Ouzman, from his bank account to the election and KNEC officials.

The commission is seeking to establish whether the election officials had other bank accounts, which have not been disclosed to the investigators or they used other parties to collect the money.

The commission has so far interrogated IEBC chairman, Issack Hassan, former commissioner of the Interim Independent Electoral Commission (IIEC) and current Energy Cabinet Secretary Davis Chirchir and former Knec chief executive, Paul Wasanga.

The scandal involving payments of bribes, code-named "chicken", is estimated to have cost Sh50 million and took place between October 1, 2008 and December 31, 2010.

Mr Wasanga is being investigated over allegations that he received money to award a printing of examination certificates tender.
