Activists to educate public on MPs recall

The National Civil Society Congress (NCSC) will heighten its campaign to fight non-performing Members of Parliament.

NCSC President Morris Odhiambo said 2015 will be focused on recalling non-perfoming legislators under the "Operation Ondoa Panya" crusade that started early this year.

"The biggest failure we have is leadership. We need to get rid of leaders who act like hyenas and rats, enriching themselves rather than serving those who elected them," said Odhiambo. "The operation will mobilise Kenyans more to demand a responsible leadership."

The campaign which has seen hundreds of rats delivered to county assembles with corrupt Members of the County Assembly (MCAs) serves to educate the public on the recall process through forums and mass media.

He said the recall process will be carried out in accordance with Article IV of the Elections Act in sections 45 to 48 for the Members of Parliament and Articles IV of the County Governments Act in section 27-27 for the MCAs.

However, while Odhiambo said the process would be difficult, he assured that it was not impossible applauding the people of Makueni County for calling for the dissolution of county government over corruption claims and persistent wrangles.

The Independent Electoral and Boundaries Commission (IEBC) recently gave President Uhuru Kenyatta the greenlight to form an independent commission towards the possible suspension of the Makueni government.

The commission will probe the issues raised by the residents and come up with recommendations to be presented to the President.

Odhiambo called on the constituents to reject all the current MCAs and ask for fresh candidates with the people's interests at heart.

"You should demand that the various political parties present fresh committed leaders, those who have been there should step aside because they have eaten enough for the last two years," said Odhiambo during a press briefing at a Nairobi hotel yesterday.

Based on the findings, the President will forward the report, together with the petition to the Senate for consideration and if the House approves the dissolution, only Senator Mutula Kilonzo Junior will survive the sack.

Rev Timothy Njoya, who was present during the briefing, said there have been cases of vicious assault on the Constitution by the Executive working with a pliant National Assembly.

"Easily flexed to the whims of the executive, the legislators have shamelessly debated bills that are clearly unconstitutional and whose only aim is to curtail the rights of citizens," said Njoya, a leading advocate for justice and human rights.
