Official accuses Town Clerk of absconding duty

Western Provincial Local Government Officer (PLGO) Patrick Malobe has said most local authorities were underperforming because chief officers do not report on duty.

Mr Malobe claimed that most clerks were running the councils from their private offices or houses and warned them of dire consequences.

“Investigations have revealed that most clerks of the councils do not report on duty. Some sign the cheques belonging to the council or do payments in their houses,” he added.

He claimed that Teso County Council clerk James Mugweru was notorious for absconding duty.

Malobe wrote a warning letter to the clerk and asked him to show cause why he should not be disciplined for consistent absenteeism from work.

It is alleged that the clerk has been absconding work without permission and at times appeared only twice a week in his Amagoro office.

However, Mugweru had earlier denied allegations of absconding work claiming that he was attending seminars in Nairobi.
