It is now clear that the implementation of the BBI report will cost you and an arm and a leg. right from a referendum to endorse the constitutional changes being proposed to the actual implementation of the document. a referendum will gobble billions of shillings and the taxpayer will have to pay more salaries for extra members of parliament and an expanded executive.
