Poor Record Keeping By Counties Has Been Identified As Key Hindrance To Compliance With Procurement Requirements. According To An Assessment By The Public Procurement Regulatory Authority, 13 Counties Had An Aggregate Score Of 57.5%, Which Is Considered Marginally Compliant.
