We cannot sustain the politics of referendum as a country while at the same time drive President Uhuru Kenyatta's Big 4 Agenda; these are sentiments by lawyer and political analyst Oliver Karoli Kipchumba.

According to Kipchumba, the process of conducting a referendum exercise in the country is a big call, with both financial and legal implications.

He says that at the moment the Jubilee administration is trying to cement its legacy, dedicating funds to the Big 4 Agenda.

He also says that currently there is no referendum law in our constitution, something that further complicates the possibility of a constitutional change.

The country is set to conduct its national census in August, a process that is laid down in the constitution to be undertaken after every 10 years.

This year's census, according to the Kenya Bureau of Statistics, is expected to cost the country Sh18.5 billion.

The boundaries review exercise is also expected to be conducted within this period, with IEBC the mandated body in the constitution to conduct the exercise.
