The National Assembly's special funds accounts committee wants the bursary award scheme for the National Government Constituency Development Fund streamlined to allow for electronic transfer of cash to beneficiaries. The committee's chairperson Kathuri Murungi says the current practice of issuing cheques causes delays and affects learners.
