ICT cabinet secretary Joe Mucheru failed for the second time to appear before the senate ICT committee over the media shutdown after failing to do so last week . The CS had last week sent letters to the departmental committees giving what MPs termed “unsatisfactory” reasons for their failure to attend the hearings. The CS was to give information on the shutdown of four TV stations earlier in the month; Mucheru says he can only be available to meet the committee from the 26th of February.
