ICT cabinet secretary Joe Mucheru for the second time in as many weeks failed to show up before the ICT committee of the Senate over the shutdown of four TV stations.  The CS cited scheduled ministerial duties for his absence. The committee has extended the third invite to Mucheru before it resorts to issuing summons.
