The challenges that face devolution in Kenya: Joe Kenneth Kaunda-Governance and Devolution expert

March this year will mark five years since devolution was actualized in Kenya. The general election of March 4th, 2013 marked the beginning of a devolved structure of governance that heralds a new beginning on how things are done at the grassroots level. Devolved was viewed by many as a system that Kenya should have had a long time ago with others preferring the old system. Nonetheless, it was a system whose time had come and like any other new concept, devolution faced numerous challenges in the first year with many governors having to dwell in long drawn fights with members of the county assembly and even with their deputies. The counties have received hundreds of billions of shillings from the exchequer and loads of money tricking to the counties saw corruption devolved and wastage was at its peak in the formative years of devolution.
