Now as Noah Otieno told us there, one of the major issues in the talks is how to reconstitute the Electoral Commission IEBC.  An elections and governance expert Peter Aling’o says should members fail to agree on the tenure of new commissioners, they should consider a proposal to put in place a transitional electoral body of local and internationally recognized individuals to conduct next year’s general elections.
