President Uhuru Kenyatta recently reshuffled his cabinet, sending devolution CS Eugene Wamalwa to the Defence ministry where he will replace Monica Juma. Wamalwa is set to hand over the ministry to the new cabinet secretary Charles Keter later this morning but before that handover, we are speaking to him in his last hours as the Devolution CS and specifically the drought situation as well as the state of devolution and what it portends.
