National discussion kicks off today as the BBI report is formally presented to Kenyans from the bomas of Kenya. The report not only contains daring proposals - which may require a referendum and amendments to the constitution - but also provides a guideline for addressing state capture and endemic corruption. Similarities however surround the BBI report and the rejected bomas draft and it is not yet clear how Kenyans’ concern of costly representation will be addressed.
