President Uhuru Kenyatta on Tuesday while addressing the nation from Kisumu introduced what he called the four legacy frames he seeks to deliver before he leaves office next year. To some, it seemed like a departure from his favorite pet subject of the big four agenda. So what exactly entails the four legacy frames? How different are they from the big four agenda? Duncan Khaemba spoke to Professor Winnie Mitula, a governance expert to try and unpack the frames.
