The BBI report has proposed that each county should elect two senators, a man and a woman, to cure the problem of gender inequality in representation. If adopted, there will be no need to nominate members to comply with the constitutional provision that not more than two?thirds of members in elective positions should be of the same gender. The senate has also been given powers to veto a resolution of the national assembly to amend the county allocation of revenue bill.
