Attorney General Githu Muigai is proposing minimum reforms on thorny issues that need to be amended in the constitution. The attorney general says the reforms will save the country from going to a referendum. The governors, the opposition and civil societies have been spearheading campaigns for a referendum to amend the constitution which turns five this Saturday.
